The eight shields overlap, oriented with the dragon head as the front, at least on the side I have a picture of. This ship is noted to be "about 3 to 4 inches long end to end". This ship is a 'footed salt' style, having two small plain 'crossbars' as supports.
This is the underside of one of the crossbar 'feet'. It is marked "NORWAY". The eBay seller noted that there was another word marked on the ship, but they could not decipher it.
